The Bristol Port Company is planning the construction of a new deep sea container terminal at Avonmouth in the Severn Estuary. Government approval for the project was received in March 2010 and, as the site is located within an area designated as Special Area of Conservation and Special Protection Area for its bird interest, the approval is subject to the implementation of a Mitigation, Compensation and Monitoring Agreement (MCMA). The MCMA includes an Outline Monitoring Plan and also the requirement for a detailed Monitoring Strategy to be developed and reviewed by identified stakeholders prior to the works and the monitoring commencing.
HR Wallingford has developed a Monitoring Strategy which sets out the monitoring objectives, method statements, reporting and compliance arrangements for the project. The Monitoring Strategy has been designed as an iterative document that will inform key stakeholders of the effects of the project as the dredging and reclamation works proceed.
As the project progresses we will assist the Bristol Port Company with interpreting the baseline, construction and post-construction monitoring to ensure compliance with its regulatory obligations.
